Ok, so as I said in the original post, I was going to try replicating the issue in an unaltered windows installation.
The issue persisted in unaltered windows, which means it's unrelated to NTLite.

First of all, the good news:
DotNet works, thanks to the template you included in the updates tab. I also had no issues including the latest updates in my ISO as well. Now all of DotNet and my updates are pre-installed! Awesome!

Unfortunately that's really the best anyone can do when tweaking windows... squeeze out a little extra performance.
The backdoors and spying will always be there. I wouldn't be surprised if most of it is hidden deep in the suspiciously large NT kernel.
Interesting. I guess NTLite removes some component along with "Tablet PC" that also disables sticky notes.
Does Windows PDF Reader work for you? Or do you have the same problem I do? That might help nuhi track down what the component is.

I'm not sure that sort of question is really answerable. "Privacy wise", nothing you do with Windows 10 (aside from unplugging the computer it's installed on) will ever be "enough" because Windows is closed-source. I know that's not the answer you want, but if you care about privacy at all, you...
My SSD is 128GB, so Windows doesn't compact itself by default.
Running "compact.exe /CompactOS:Always" in CMD after installation works fine, so I also think it just needs to be added in both places to work in NTLite.

It doesn't work if the edition is Windows 10 Home or Pro, even though the option is available.
So I think it's confusing, since some users will set it to "Security" and think it's working, even though it won't work.
I already knew about the Windows editions that support the Security telemetry...

I got it working by using host refresh, so my specific problem is already solved.
My point was just that this is an important bug and I hope .NET 3.5 can be fixed when making ISOs in the next release.

And although Windows Update has been working fine on this installation AFAIK, that wasn't the issue. The issue was that .NET 3.5 was enabled in my preset, but wasn't available in the resulting install.
go to the components tab, and at the top search for "Volume Shadow"
make sure everything is checked. At the very least you need the "Volume Shadow Copy (API)" under System

go to Services on the left, then check that the Volume Shadow Copy service and RPC service are enabled.
2. go to components and search "firewall" at the top. There's an option specifically called
"Windows Firewall - Removes Firewall UI and disables the functionality"
