KB5038488 (Package_for_SafeOSDU) is only for winre.wim for builds 26080+
LCU is not applicable / skipped for winre.wim for builds 26052+
boot.wim created from UUP is a modified winre.wim, above rules apply
Win 11 24H2 fixed the issue with Win 8.1 not being able service it (add updates, features, drivers), Appx packages servicing never stopped working
however, other issues or incomptibility may surface
I think PnPUnattend thing do what dism do
i.e. it will copy all found drivers to DriverStore first, before installing applicable ones

Windows 8 and later, DriverStore is the only source...
Usually, newer DISM / ADK have issues on downlevel Windows, but not the opposite way around
e.g. Windows 7 Host will have issues updating Windows 11 or Windows 10 > 1903 images
even Windows 8.1 can't service Windows 11 > 22H2 images properly

Monthly Rollup (and some Security-Only updates) already include the "Telemetry" updates components
avoiding those updates won't have any effect, just disable them and move on

FYI, you can place ODT setup.exe and configuration.xml (must be named like that) inside Office folder, and install it with just: setup.exe /configure
without specifying config path or SourcePath in the config, it will be auto-detected
Why are you adding multiple versions of same update type? and some are the same added multiple times
