Okay, I don't have that problem.
The wallpaper is set in aero.theme for me (finally, tistou.theme) and replaced the image img0.jpg
For Dark theme, it's img19.jpg file
You can try changing these values like this

And when you install Windows, you should have the wallpaper you chose.
