I didn't find the best suitable solution. But during system installation, I create a RunOnce key in default profile who call a local Powershell script replacing the HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Taskband Default value, and restart Explorer process.
