"Diagnostics and Troubleshooting" ... what does it encompass?

what does the item "Diagnostics and Troubleshooting" encompass? Does it also include tools like the "Performance Monitor"? Because I'd definitely not want to remove it then ...

i think if u search performance monitor u can see it as seperate thing maybe if not u can try it, it would be faster than getting an answer
