Why is 1607 LTSB so much faster than 1809 LTSC?
Are there some mitigations enabled that aren't on 1607?

Maybe there are Windows Defender leftovers?
 
Slow how? At startup or general running? 1809 will have more crap running than 1607.

Dunno. 1607 is like WAAAAY faster. I think it's the SPECTRE & Meltdown mitigations that are pre-enabled.
 
Those patches were known to reduce performance. If ltsb is better for you and your hardware can run it then stick to it
