Shutdown only restarts the active user account. Doesn't really turn off PC.

I've been using my NTLite preset for years and only make minor changes, but recently I've been experiencing this shutdown problem with clean installations using the same ISO file, tested on two different hardware configurations but the result/problem is the same.

When I tell the computer to shut down, it seems to shut down but only logs me out and then the desktop opens again. What do you think the problem is? Has anyone else experienced this? The only solution I've found is to disable fast startup, but I don't want to do that. This problem started with new isos of mine. I have been using same computers for 3 years...

I attached preset and the reg files used in preset.. Thank you for any help.

Here's my guess, you're picking the Ultimate performance plan in the reg file, instead of duplicating the scheme.

Modern Standby support means you're supposed to take an original plan and clone it, so it be edited with power plan overlays. The original scheme can't be changed this way, since it doesn't have an overlay. I really understand this, but I've seen talk about how uncloned power plans don't really what they're supposed to on Modern Standby PC's.
 
I always do that to have all power plans listed in power options but after that I always pick balanced manually since amd 3dvcache works best on it. Also this has been the case for years, only now I get problems... I can test it out if we don't have any opinions.
 
The base image is 26H1, which is a dead end for AMD64 platforms, since there isn't an upgrade path to 26H2 (maybe 27H2?). Do you have the same problem with 25H2?
 
yes I had the same problem on 25H2, btw where can I see the upgrade path? -nevermind i got the idea of 26h1 is all about arm64... will be switcing back to 25h2 - 26200.8116 and before that will test as vanilla to see if i have this issue might be hardware related on both pcs? everything is possible...

26h2 (26300) will still be based on 26100 with an EP, like 25h2, at least for now.
27h2 should be a new build, time will tell.
 
Just reinstalled to 25h2 with same preset and all my external tweaks. no problem so far. its fixed by its own.
