Tried it out myself and that's definitely not true. Both, SkipWinRE=1 option while creating Windows ISO with UUP dump, or removing winre.wim with NTLite resulted Windows 11 install error at 5%. So winre.wim is mandatory for Windows 11 24H2 installation.Yes. Though I'm not sure if Windows Update will throw an error message after your first update, because all current Monthly CU's now try to patch WinRE to fix any BitLocker security holes. But I'm sure it will install fine the first time.
