    Yes, you should create the folder. And no, the .Cat file isn't needed. The only files needed (Usually) are Basic, Handwriting, OCR, Speechrecognition and Texttospeech. A few also have ExtraFonts or somesuch, but none I used so far. Either way, no CAB or ESD files.

    well, for instance, mine are for LTSC, 64 bits, which is 'build' 1809, and my NTLite is installed to default directory, so they ended up in C:\Program Files\NTLite\Updates\10.0.1809.x64.FOD folder. if it was the current windows it'd be 1909 instead of 1809 in there. Simple as that.

    Okay, in depth check using ntlite to compare infs against LTSC image, it seems 6951 has all the HD5XX, HD6XX and UHD6XX lineup. The 7263 driver only has 510/530/610/630 models despite being larger than the previous driver. Since most consumer models have HD-X20 series, this seems intentional...

    Yes and no. You need the Runtimes package, but those are needed even for some "UWP" system components, so NTLite doesn't touch them. Some drivers need this or that runtimes packages, but that was true even before UWP, like Intel RAID drivers needing Visual C++2015, so its only a packaging format...
