Are some of the settings in the unattended option incorrect? Is it relevant to enable the built-in administrator account? With 1809's old XML file, none of the above settings has changed

local user settings are sticking fine here, no need for built-in admin.
Do you have a preset with example username and password which you can share to demonstrate the issue?
