Advanced Startup setting doesn't show up below the "Reset this PC" one on VM created by Hyper-V

The Advanced Startup setting doesn't show up below the "Reset this PC" one on a VM created by Hyper-V.

I used a 19041.1 Enterprise x64 pt-pt image.

EDIT: I have this problem if using a 19041.1 Enterprise x64 pt-pt image with only the latest updates integrated so it isn't NTLite's fault.
