When I use the attached preset, I get the a variant of the following error when trying to open most programs:

It should be like the following instead:

Seems like it's not checking the stapled catalog file?

Also, when I try to inject things (like ExplorerPatcher) it doesn't work because of it:

Because in order to inject into a PPL (protected procss light) protected process, you have to have a proper developer certificate.

It does however extract successfully:

This looks like Windows cannot verify the installer's secure signing certificate. Normally, a signed executable's cert is checked against the cert's issuing authority chain to make sure it hasn't been revoked as a known security issue.

Have you blocked any firewall traffic or changed Windows Update? One of WU's key tasks is to refresh the Certificate Revocation List (CRL) about once per week.

No. The firewall is not even installed, although I did install KB5058411 just fine offline (via MSU file) before installing the guest tools.

In addition, after installing using said preset, I get message that the Event Log service is not started even though clearly is when I go to Event Viewer.

'minsudo' works fine to elevate to an admin command prompt.

I also get the following when trying to open the Event Veiwer:

It doesn't matter what setting UAC is set to. Currently it's set to the second lowest.

Also, some programs give the error of the RPC server being unavailable.

Edit: I did a complete reinstall of Windows 11 (with offline update install), and the problem disappeared.

What component was inadvertently removed?
