After unchecking Microsoft Advertising SDK for XAML, it is not removed from an image despite the Apply process showing that it was removed. It seems the only way to actually remove it is to uncheck the Servicing Stack (DISM, Updates) compatibility option. This in turn impacts the ability to update the image.
So the bug is either one or the other of these two:
1) Microsoft Advertising SDK for XAML should be deleted but isn't due to a bug.
2) Microsoft Advertising SDK for XAML is not correctly listed as Locked by Servicing Stack (DISM, Updates) compatibility option.
The image I tested this on was an untouched build of Windows 10 19045.6456 from UUPDump.
It's hard for me to believe that this is a required package. I can easily uninstall it from a command prompt with DISM on the same mounted image. And it does not appear to be required for the store -- reinstalling the store with wsreset -i does not install the Advertising SDK.
