Creating a new user through the Settings app does not work

When removing Windows Web App (WWA) Host I am unable to create a new user in Settings > Accounts > Family & other users > Add someone else to this PC

Removing the 32-bit part of the component does not cause any problems.

Tested in version 21H1.
