as of this week, the Audit mode stopped working (at OOBE)
I'm using June updated win 11 24h2 microsoft ISO's with latest, as of this week online updates

I'm sure MSFT will fix it, but just FYI

Also SHIFT + F10 doesn't seem to bring up CMD prompt either

I wonder what it is

It's been widely reported as a problem in the last Monthly Update.
I agree it's probably a bug, an earlier build of Insider had the same problem and it was eventually resolved.

ok, thx

just checked with latest updates as of today - still same issue;

so waiting till next week

Funny thing that I noticed tho - just before that issue came up; my old autounattend.xml file from pre 24h2 started working again
the part, where it would auto-login you into Admin account on first boot

<AutoLogon>
<Enabled>true</Enabled>
<LogonCount>9999999</LogonCount>
<Username>Administrator</Username>
<Password>
<PlainText>true</PlainText>
<Value/>
</Password>
</AutoLogon>

prior to last two weeks, that never worked on 24h2 w11

I used a 24h2 iso with latest preview update integrated via NTLite, installed in VirtualBox VM, then ctrl-shift-f3 and had the same issue. I then did "Power off the machine" (not send shutdown signal) and booted the VM again, and at that point it allowed ctrl-shift-f3. It is some bug. MS better get on the ball with these updates, too many problems lately.
