Cumulative Update Re-Installation

Do you know why Windows 10 Download and install a portion of Cumulative Updates even if they are integrated to Installation source?

I didn't keep Preset
just done regular work, add source add updates and let ntlite to integrate them to source

this situation happens when I've integrated Cumulative update with DISM command

Preset File attached, kb4457128 is integrated to Windows Installation but it's still in Windows Update list

UUP behave in unexpected ways
sometimes it needs to download and check UUP metadata, even though it does not install any files
