Driver Updates, fresh install

When I do a fresh install, windows still download driver updates after picking the appropriate settings

Your preset has only two out of the three required settings to block ALL driver updates:

Automatic driver update mode -> Never​

Automatically update device drivers and icons over the Internet -> Disabled​

Include drivers with Quality Updates -> Disabled​

Many tech sites and users get confused because W10/11 CU's will include driver updates for some widely-used devices.

But a CU cannot replace every possible HW driver (there are too many in the Microsoft Update Catalog). So the rest are updated using the normal driver checks, and follow the legacy settings for Automatic driver update.
