Installing Language Packs

When trying to install with Arabic with the method u said. I get: Windows could not set the offline locale information. Error code: 0x80000001.
Both on VM and Physical Laptop.

Are you using an Unattended file with non-Arabic settings? I don't get this problem.

Exported a 23H2 Pro (Arabic) to a 23H2 Pro (English-US) ISO.

Not using anything. Not Unattended, Nothing. Just combined the the ISO's and booted.
I'm using Win10 22H2 Btw. I'll go do it again and provide pictures.

How I created the ISO:

VMWare:
New Virtual Machine -> Typical -> I will install the operating system later -> Microsoft Windows 10 x64 -> Next -> Next....
Switched CD/DVD (SATA) From auto detect to the ISO.
I Heard someone on reddit showed a fix of switching the Hard Disk from NVMe to SATA. I'll try with and without it:
First Run:

and i get this:

Second run using same things but switched hard disk to SATA:

Switching to SATA seems to be the solution for the error: 0x800701B1 which worked for me with other ISO's of Windows 10 22H2 ( Same English ISO i used here ) and was mentioned here: https://www.reddit.com/r/vmware/comments/171pf4m/comment/kfvtrtf.

Third Run. Custom Other 64:

What should i do?
Could you try with windows 10 22h2?
How Exactly do u create your VM?

My VMware setup is 4 GB RAM / 54 GB NVME disk. I don't think the disk type really matters, other than driver performance.

The main difference is I always extract my clean ISO's to a local folder, and then add the ISO folder in NTLite instead of mounting the ISO file. You can find many online references to "offline local information. Error code: 0x80000001". Those users aren't using NTLite.

I suggest re-downloading both sets of ISO's from an official MS source, and try again.

Ok, sounds reasonable. I'll try...
What about how you create the VM? Do u use typical and straight to ISO which uses unattend or use Custom And Other64 or Custom Windows 10 x64 ?

This problem has nothing to do with VM type, as long as you check "I will install the OS later". I have no problems with a clean or modded ISO, with or without an answer file.

did exactly as u said. still same errors. I guess theres a problem on my end, ill try once on my physical laptop - NOPE.
Maybe its a windows 10 thing and u succussed with win11.

Hi, is the language in 'install. wim' Arabic?
You can find an Arabic version of Windows 10 ISO, extract it, and replace "install. wim" in the ISO with "install. wim" in Arabic. Then create an ISO.

Hello, I've been trying to create an ISO with both English and Arabic.
It kind of worked, every went ok until after the long copying part of the windows installation. where i got the problem.
