Yes, it's Microsoft's naming inside the SDK ZIP, means win10+.
You can see entire Win11 as v10.X anyway.
To see it in action, under your Win11 go to Start - Run - cmd
then on the top, you'll see Microsoft Windows [Version 10.0.26200.9168], that is Win11, only differentiated by the build number in file/package versioning.
If more people get confused by that file naming, I'll drop the suffix, for now keeping it as it's a useful architecture splitter and keeps the concensus how MS packaged it.
