After enabling "Do not enable web search" and "Don't search the web or display web results in Search" in local group policy (gpedit.msc), the Start Menu search no longer works whenever KB4512941 is installed.
Computer Configuration->Administrative Templates->Windows Components->Search : "Do not allow web search"

Once both of these settings are enabled and the machine is rebooted, the start menu search no longer functions until you set one of them back to disabled. By "does not work" I mean local app searching (in addition to web search). When you enter a search string, there's just a ". . ." loading graphic that animates perpetually.
I noticed that NTlite's "latest updates" is pulling KB4512941 for cumulative updates. After installing this update (or integrating) the Start Menu search breaks when the above settings are configured.
