Keyboard not working in search bar on taskbar and settings

After using NTLite for windows 10 IoT LTSC, keyboar is not working in search bar but everywhere else works well.
running ctfmon.exe solves the problem and typing in search bar and settings becomes active again. Removing which components and features causes this problem?
I can solve it by adding a reg file which automatically runs ctfmon after logon but I want to know which removal causes this problem. I removed all components same as my preset for windows 11 on my GitHub. Windows 11 shows no problem but windows 10 has this problem!

Are you typing in Farsi?

I don't have any experience with that language, but removing <c>langime</c> breaks the IME (Input Method Editor).
IME is related to ctfmon.
