Missing minimize, maximize and close button on Windows 11 Settings

As title says, those buttons missing only in Settings. Folder and apps have it but in Settings missing.

Can anybody checking my preset to see if I select something wrong?

I find the cause of the problem: Virtualbox grahics driver.
When install Guest additions (VBox drivers for graphics and etc.) those buttons missing. When deinstall VBox additions buttons appears again
