Mobile Menu missing in "Network And Internet Settings" (Surface Pro 5 LTE)

I'm trying to make a minimal windows 10 install for my surface pro 5 LTE. I have enabled the minimum driver support and all of the devices are detected and installed however even adding the cellular options in the components option the mobile option in settings is missing and I'm struggling to find out what option I disabled is preventing it from being available.
