Thank you for your response! I have seen the note, but I simply cannot understand it. Both the OOBE and the Start Menu Experience Host are removable components (I assume the SETUP in the note refers to the OOBE, correct?). Therefore, locking ‘Modern App Support’ to accommodate these two components makes no sense.
 
From what I remember (it's been a while since Windows 10), it's not the OOBE but the setup itself, during installation.
And needed for Settings too
