No networking (Parallels VM)

I don't have a Mac for testing, but I presume you've confirmed a clean ISO works correctly in this VM? I don't see any obvious problems.
 
Correct. I use to use VMware Fusion, but USB device passthrough stopped working.

The same preset (with VMware compatbility selected instead of Parallels) worked fine in VMware.

The only difference is Parallels uses VirtIO, which I don't understand because I'm not from that planet (Team VMware). You may have to restore the Hyper-V or Hyper-V guest components to see if that makes a difference.
 
You are probably removing too many components from the network that is causing this, can probably compare to my own 24H2

You use normal 24H2 iso with English language?
 
Yes. I have found the problem regarding networking. "Windows Connection Manager" needs to be kept.
