Not able to integrate KB5038488 (SafeOS DU) with NTLite for 26100 builds

NTLite produces error that package KB5038488 is not applicable to 26100 images (boot.wim, winre.wim, install.wim), but W10UI has no problem integrating it.

KB5038488 (Package_for_SafeOSDU) is only for winre.wim for builds 26080+
LCU is not applicable / skipped for winre.wim for builds 26052+

boot.wim created from UUP is a modified winre.wim, above rules apply
