Okay about setting up a local account

I'm on the Unattended part of the NTLite screen. It says "Skip local account setup". Am I correct in assuming that if I answer that as false, then I will be looking at a screen during the setup process and Windows will prompt me to setup my local account? But if I answer that as true then I will be looking at nothing, but I must make sure to click the button at the top that says "Add local account." And when the entire install process is finished, I will be looking at the logon screen that says Administrator and it will prompt me for my password.

I assume I understand that correctly?

I do not want to make a Microsoft account. I want to bypass that entirely.
 
"Skip local account setup" makes OOBE skip the entire part where it asks you to create a primary user account.

Prior to later versions of W10, you were asked if you wanted a Local Account or MS Account. But now it defaults to a MS or AAD (Azure domain) account, unless you use the BypassNRO method to allow for a Local Account.

If you choose "Skip local account setup", it's entirely your responsibility to create at least one local account or enable the built-in Administrator account for active use.

MS does not recommend you use the built-in Administrator (for obvious security reasons, since as Administrator you have no UAC restrictions and can do any number of careless user mistakes, or allow malware to run free). You can enable the Administrator from Unattended mode by checking the right box when adding a local account.

But the OOBE setup will never allow you to be Administrator, you can only be a Local or MS Account.

You have the option to automate as much of Unattended as you want. If you create or one more Local Accounts (or enable the Administrator) then OOBE doesn't bother asking about user accounts. If you don't create any user, it will run through the UI. And if you skip UserOOBE and don't bother creating an user in Unattended mode, then you won't get a chance to logon.

To avoid making a MS Account, either create a Local Account from the Unattended screen, or use the BypassNRO setting from Settings.
