OOBE Internet connection bypass

During windows install I want to skip internet connection. Currently im running the OOBE /BYPASSNRO Command by pressing SHIFT F10

It forces the "I dont have internet" button to appear.

What is the best way to do this in NTLITE so the button appears? or this step is bypassed entirely? We always make local accounts and never connect to internet.

There is the option in NTLite - Settings - "Local user account setup support (BypassNRO)",
and/or add a local user in the Unattended page, then the setting is automatic as well.
