Please explain which 'Final' Cumulative Update for Win10 22H2 I should be using?

I'm aware that Win10 isn't being updated anymore. I'm trying to update a 22H2 source and basically turn it into a 25H2. Using the most recent version of NTLite over the last few days, Download Updates > Cumulative Updates shows KB5066791 from October as the non-ESU integratable update. I've created a few ISOs with it and haven't had any problems. However, the Microsoft Update Catalog website shows KB5068781 from November as its successor. Its description reads like a typical monthly cumulative update (saying how it supersedes a long list of prior cumulative updates), but since NTLite doesn't list it as an available download I assume there must be a reason..... but what is it?

The ISO I installed a few days ago is based off the October KB5066791 update, and after going to Windows Update it installed KB5071959. My Win10 build shows as 19045.6466.

Speaking of KB5071959, I've since downloaded it separately. Can it be integrated into a source? Thanks.
 
KB5071959 is an Out of Band release, or an emergency bug fix for the previous Oct. 2025 KB5066791 (which is the normal End of Service). Functionally the two updates are the same, except for fixes to the ESU enrollment process.

This update addresses an issue in the Windows 10 Consumer Extended Security Update (ESU) enrollment process, where the enrollment wizard may fail during enrollment. After applying this update, consumer devices should be able to successfully enroll in ESU using the ESU wizard.

If you don't intend to enroll in W10 ESU, then KB5071959 doesn't need to replace KB5066791 as the final non-ESU update. You could integrate it since it's intended to help users migrate to ESU status. It's your choice, but I wouldn't personally bother with it.

A similar thing happened to W7 ESU. There was a desktop wallpaper bug included in the final W7 End of Service update, and MS pushed a "preview update" the next month which fixed that one bug. It too could be integrated in place of previous update.
 
KB5068781 (Nov 2025) and KB5071546 (Dec 2025) are normal ESU updates. Which can't be integrated from NTLite.
