problem 30 FPS lock in all games !

Hello,
I just noticed that in every game i play, there is a FPS problem as in all games run at 30 FPS Maximum.
No matter what i did, gpu drivers update or reverting them, the all games run at 30 FPS.
I really don't know what component is responsible for that.
Windows 10 Enterprise LTSC 2019 (1809) 64-bit - Client 10.0.17763.1 (en-US).

Have you tried your games on an image that hasnt been put through ntlite?

edit 2:
i installed original iso no modification, only windows and gpu drivers latest, and i have 60 fps in games !
the same after ntlite modification all games are lock to 30 fps !

i don't know what component is required to keep to unlock maximum fps.

ntfan, there is nothing in your preset, or in general with removals, that can do such a thing.
Make sure drivers are up to date on the lite version as well.

Do you know about VSYNC in games? If you don't have full 60 frames, it will drop to 30.
Try turning off VSYNC in the game and let me know if that helps.

i tried with vsync on/off, antialiasing on/off, anysotropic filtering on/off, same results 30 fps.
avira av on/off, same results 30 fps.
i tried within windows settings game mode off/on, same results 30 fps.
i updated the bios to latest version (i was scared when do the bios update), same result 30 fps.
updated nv driver to the latest available for my video card, same results 30 fps.
i switched power profile windows, cpu, gpu to maximum performance, same results 30 fps.
funny on windows rs3 same games have 60 fps as my monitor refresh rate vsync on, and over 60 fps vsync off.
i guess it's a microsoft rs5 issue somewhere.
i gived up, i reverted on windows 1709 version and i am happy with it.

interesthing tell us if u find solution. and try to disable xbox game bar
