Remove Outlook (New) completely

Hi,

I removed the Outlook for Windows component from my iso - hoping this would also remove Outlook (new). My first (admin) account does not have outlook (new).
However I created a new local user and this user has outlook new in the taskbar - if i click on it - the app gets loaded from the store.

Is there a way to prevent this?
I also disabled install of oem/suggested apps in the settings.

Do i need to remove the store as well?
