Restore Windows Photo Viewer - grey can't be used

Settings-Explorer-Restore Windows Photo Viewer:It's grey that can't be used.
Install the test in the virtual machine, and paint opens by default
 
If you upload the autosaved preset, would be easier to spot the issue but you have probably removed the component Photoviewer.
 
If a setting is greyed out that is because you have selected the component it relates to to be removed.

After the system is installed, the photo viewer still exists and must be manually set to default.
 
That tweak actually depends on the 'Photo Viewer' component, make sure not to mark it for removal or remove earlier.

The first xml, Photo Viewer - not marked as deleted or pre-deleted, I can set Open - Photo Viewer。
After the system is installed. the photo viewer is not set as the default By default, the picture will be opened by drawing
Open NTLITE in the installed system and find.

Attach your preset instead of showing screen sketches - that way the developer of NTLite have a better chance to understand your challenge!
 
I think NTLite just make Photoviewer useable as it's hidden in Windows 10 - i use to add this regfix to make it Work.
Hope that's what you're looking for.

OK, so I loaded 1903 and your preset, attached is the picture of the Setting.
Is your ISO already having removed some components, it would make sense if picture viewer is removed on that ISO.
Your host doesn't matter in this case, unless you load c:\Windows as the target.
