Is it possible? Without Capability Access Manager component or without Capability Access Manager Service being enabled, taskbar clock and notifications section disappear.

StartAllBack does not need Capability Access Manager to show mentioned taskbar items. I think StartAllBack uses DLL library injection to do its magic. Perhaps some native DLL library is disassociated when Capability Access Manager is removed.
 
Would be nice to clarify witch Windows and NTL version you're using.
Topdollar would be to attach a preset and ask the same question again without mods.
 
I think only Windows 11 has Capability Access Manager and any preset in any NTLite version that removes Capability Access Manager also removes taskbar items. Disabling Capability Access Service has the same effect.
