I can't understand the last step "If enabled, privacy options page will not be displayed. In that case, make sure to set your privacy preferences in the Config pages on the left."

Skipping the Privacy options accepts the default privacy choices for your new user account.

If you need to update them, visit NTLite's Settings / Privacy.
