Skip "get going fast" - Where is the config page?

First of all thank you for create this awesome software.

I have a question. I'd like to cofigure the "Skip 'Get going fast' page (Privacy options)", but I cannot find the mentioned "config page" for that. Where is this page?

i think when you set settings in privacy, its also set. i'm not sure.
