There is no tweak in the UI for it, you would need to integrate REG file with those disabled.
Regarding removal, why not remove Action Center with NTLite?
If it's the question of a license, that's ok, I'm just wondering if you haven't seen it or there is a problem.

Yes, I'm not a licensed user. I am a student. When we talk, the option to remove the Action Center is inactive.
