Time & Date settings not being saved!

Seems like it's only on the Raspberry Pi - nothing to do with Windows per se
 
This one strange - not happening on lumia with all it's drivers - only Rpi. Resolved by enabling Windows Time component.
 
Even though unrelated to this tool, as I was playing with this recently, try using NTP on RPi.
