When you say "system apps", do you mean legacy Notepad and Paint? Those require optional CAB's to support other languages. Download and extract the optional FOD ISO, and install the app CAB's as an update.

I i added the packages and some apps still wont change the language no matters if i pick another language
can u help me how to solve the problem?
 
i have the FOD cab files and i dont know how to add them , my iso as 5 different languages and i want to add the cab files to the different languages
 
Errors were reported during process.

i don't see an .exe file to open in the zip file w10_11langpack.zip which one do i open, is this a user interface because it looks to be code that opens by PowerShell,
