Unable to install IE 11 on Windows 7 system with (all relevant updates)

After integrating all of the relevant updates and all of the pre-requisits I'm getting this error (See Picture) when I try to Ie 11 on windows 7 ultimate x64, if I try the various offline installers, it just fails with no meaningful error message, any help would be appricated.
