Unable to remove apps and system apps in the latest version

I just tried the latest version (1.7.2.6703) and even the latest beta version (1.8.0.6703) in a 17763.1 x64 pt-pt Enterprise image and I figured out I can't remove apps and system apps (and maybe other things) even after unchecking all the compatibilities, which I could in previous versions. It seems they could only be removed if I have a paid license, when I could do it before without having one. From among the apps, I can only remove ParentalControls, App Xbox, Wallet Service and StickyNotes.

EDIT: I no longer have this problem in the latest version.
