Web Experience Pack reinstalls itself (23H2)

Oct 2023 Preview CU is re-installing some components. That's the risk you get take. Stop WU if you don't like it and have NTLite manually do updates, and do a remove reinstall to clean up the patched files.

I'm not on the preview version, my build is 22631.2428.
 
I tried this on 22631.2428, re-using an earlier test image (lightly edited by removing Applications Experience & CEIP tasks).

Installed the Oct 2023 Preview from WU. And it's back!

This also happens to me with the "Get the latest updates as soon as they're available” setting turned off. It seems to happen automatically in a few hours or the next day of a fresh install.
 
Monthly CU's and removals are a random affair, in terms of what gets reinstalled. MS has a plan to patch/update a specific component, and rolls them into the CU on a unpredictable timetable. A removed component which has been left alone finally gets touched, and it returns.

Because CU's are cumulative, once a reinstalled component is there -- it's always returning in future CU's. Therefore, it's advised to always perform a NTLite remove reinstall after installing updates on a live system.
 
If still using preset "Debloat - Copy" the Component Windows Web Experience Pack should be removed.
If WU still offer latest CU installed try remove LCU (Cumulative Update Cache) - after i did that i'havn't seen any WU offer try reinstall latest integrated CU.
It's normal WU install some of NTL removed components with the monthly CU's or previews.
One can either do a Remove Reinstall or just rerun the preset file.
