Windows 10 Cumulative Update Problem

Using NTLite 1.4.1 Build 5590 64 bit. I have created an Windows 10 disk that simply includes the current updates with no other changes. This is so that can I either do a clean install or do a system refresh from the image on a USB stick. Currently I am using the Windows media creator 15063 en-GB x86 & x64 image and integrating kb4022405 Servicing Stack Update, kb4038806 Flash Update and kb4038788 15093.608 Cumulative Update to all 8 indexes.
After completing an installation, when I run winver the version is reported as 15063.608. However, when I run Windows update it proceeds to download and install the kb4038788 15063.608 cumulative update.

Why is this?
 
Windows Update is notorius for offering updates that have already been installed. I suggest you set WU to Notification mode only.
 
@Goodman, do you configure some features on that image?
Sometimes triggering some feature config makes WU do that, especially .NET.
Also have you tried allowing WU to download and update, it probably just downloads a few MB and quickly finishes?

Let me know, I'm interested to try it if for example update cleanup or any removal would be the cause, to fix it.
Thanks, make sure to attach the preset demonstrating that if you confirm that the non-cleaned, pure integration, does not have that problem.
 
@nuhi No options selected, only using NTLite to add the 3 updates specified to a completely untouched MS 15063 en-GB x86 & x64 ISO.
Even though winver identifies windows as 15063.608. WU does full download and full install of the 15063.608 cumulative update, requiring restart.
WU does not download the Flash update. This is has happened on every refresh done with this ISO.
I attach the two auto-saved presets used for the x86 and x64 images in the final ISO.

@nuhi To clarify what I reported earlier, the problem only occurs when the ISO is used to update or refresh an existing Windows 10 installation.
After a clean install WU does not require the cumulative update.
 
Oh, that is interesting, then it's probably a Windows issue.
Let's wait and see if it repeats in the future with the next CU.
Let me know if it downloads more than a few MB or it always repeats the CU even if installed by WU the first time it's reported after the refresh.
