Windows 11 25H2 BypassNRO not working (UUP dump)

Hi.

It seems that BypassNRO for Windows 11 25H2 does not work.
I enabled BypassNRO in NTLite settings, but it still asked for MS Account.
Then I imported .reg file, but still asking for MS Account.

Code: 
Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\OOBE]
"BypassNRO"=dword:00000001

And if I add unattended with these settings, then Windows setup just tries to connect to MS services and does not go further.

Any ideas how can I make local account, with unique names?

P.S. Rufus does not work as well.

Strange, I didn't have any problems installing 26200.6899
But the local account is created with unattended and I use SkipMachineOOBE compared to you
 
Microsoft has removed the oobe\bypassnro command to force a Microsoft Account and internet connection during the Windows 11 Out-of-Box Experience (OOBE) setup. This change was confirmed in March 2025 and is intended to enhance security and the user experience.

You need to press Shift + F10 on OOBE and type: "start ms-cxh:localonly"
 
someonenotyou, cannot replicate, to me it works fine.
Please state the exact Windows version (e.g. 26200.?) and where did you download it, so I can test the same.

Also make sure you're testing the correct ISO, confirm in a VM for example.

Made the same edits on official 25H2 from Microsoft webpage and BypassNRO worked like a charm.

A weird take but I actually enjoy the Microsoft account. It helps when I I format my system and the saved files come back in no time. Quite convenient I find

Isn't that weird, that's the first time I see UUP behaving different than an official version.
I believe UUP updated OOBE to a newer one from the previews - or explicitly enabled a newer feature.

Anyway, fix/workaround uploaded, let me know if all good now.

That's fine, if optional. Problem comes when it's being forced for no reason other than tagging a user.

I understand, Microsoft has been on a good roll of "I don't give a "" about users and you will enjoy what we do wether or not you like it" if it's a issue might as well stick with 23H2 or 24H2 for awhile.
 
I will be using the installation to install Windows for clients. And I am not about to create a Microsoft account for each of them.
 
Yeah, I do mind being forced to sign into accounts and services I don't use nor need. In particular if this is done obviously for data collection. AI training, surveillance and tracking purposes. If Microsoft wants my data they can pay me for it, $199 per month will do it for basic access :p

I have my own convenient and proven ways of backing up my files and preserving my settings so I can get back to a fully functioning system in no time after a reinstall. No need for Microsoft bloat to help me with that.
 
so how did you solved the problem? Is it possible to skip the OOBE with the installation. so that i dont need to repeat this skip mid installation. I Need to du something like 10 Pcs each day
 
Take me 1½ hour to get back on track including Google Workspace for Outlook
