Windows Update keeps restarting despite being disabled (LTSB 2016)

More MS dirty tricks.

After updating LTSB 2016 with kb4048953(the possible culprit) a user has noticed tha windows update service keeps restarting despite a user stopping it. Source

It is highly likely this has found its way into other os too.

And service at iso level only. Just keep your browser and security software up to date. Bloody updates are more hassle thanthey are worth at times.

Windows Update Service is not removable in offline images, this component is locked, at least, in latest builds.
 
Windows Update Blocker by Sordum is recommended but you should be able to block that in windows firewall unless they have taken that into account already. Luckily im on 1607 with an older CU.
 
KB4023057 = remediation shell
specific to fix and reset WU services / settings / schedule tasks
