With a fresh ISO load what is the difference between preset Save As and Extract Current State?

I want to compare the XML of an unmodified Win 10 Pro ISO with the XML of my changes. I started with a fresh load of a Win 10 Pro ISO. I did a Preset Extract Current Image State and a Preset Save As. I have not loaded my XML and I made no changes with NTLite. I expected the XML of the With a fresh ISO load what is the difference between preset Save As and Extract Current State? to be identical to the Save As but they are not. There are a lot of changes in the Save Pending Changes preset XML . I made none of theses changes and I have not loaded any XML preset file.

With a fresh ISO load what is the difference between preset Save As and Extract Current State? Why are these different when I have made no changes?

Save - saves a preset with pending changes, visible in the Apply page if anything was changed in the UI currently, before apply.
Extract current image state - extracts current image state :), not what's pending as above.

In other words first one will be empty, standard boilerplate of preset XML structure, but it's empty if no changes pending in the UI.
While another one will be huge, it contains all supported settings saved to reflect current state of the image, does not include pending changes, only previously applied (or default by Windows).
