W11 24H2/25H2 is strange, because it introduces the Checkpoint KB. This requires a specific set of rules:
Updating through checkpoint cumulative updates
1. If you're adding any Language Packs, FOD packages, or enable/disable FOD's, then you must apply those changes first.
2. Reload the updated image. Now apply the latest CU and Checkpoint KB.
Since it's annoying two-step process, it's advisable to take a base ISO and add your LP's and FOD's and make that updated ISO your new baseline. Then create new updated 24H2/25H2 images using the CU applied to the baseline.
