After removing component(s), winsxs\pending.xml format has slightly changed - 4 spaces at the beginning of line is replaced with tab.
If this is caused by some M$ program, there is not much to do besides disregrarding this post, otherwise would be great if the original format could be preserved, for easier comparison purpose.
