Problem ejecting USB Mass Storage Device

I'm done using an external drive, and now I want to eject it. But Windows says it cannot because a program is still using it. And I even restarted the computer once too. Windows keeps putting up that message.

I tried restarting Windows Explorer but that didn't do it. Maybe I should shut the computer off and unplug the drive while the computer is off.

Have not seen this glitch before.

I've also tried typing RunDll32.exe shell32.dll,Control_RunDLL hotplug.dll and then clicking OK, but that did not work either. Windows says it cannot be unplugged or removed.

Also tried removing the drive by going into Settings - Bluetooth and devices. It said can't remove the drive while it's in use.

And all I did was transfer some files from another external drive to this drive. Nothing is open.

I found a command prompt command that worked. It successfully removed the drive. I hope I don't have to do this each time.
 
Crap. Now when I plug an external drive in Windows is not picking it up! What is goin' on?
